The 0 Euro souvenir program was launched in 2015 by Richard Faille, a French entrepreneur who correctly calculated that tourists would pay several euros for a banknote denominated at zero. Oberthur Fiduciaire prints these to genuine euro security specifications — the paper, dimensions, and holographic strip meet the same standards applied to circulating denominations — which is precisely what makes them appealing and, from a legal standpoint, unproblematic, since no actual monetary value is claimed.

The Eiffel Tower subject is among the highest-volume issues in the series. Hundreds of distinct 0 Euro titles have been released across France and eventually across Europe, with individual runs often selling out at a single attraction's gift shop within weeks.
