The zero-euro souvenir note program, administered through licensed regional distributors across Europe, has turned Oberthur Fiduciaire into one of the busiest presses in the novelty collectibles market — a peculiar commercial afterlife for a security printer with roots in serious fiduciary work. These notes carry legal tender status in theory, declared so by a 2015 ECB ruling on collector issues, though no vendor is obligated to accept them and none do.
Toledo's UNESCO designation dates to 1986, one of Spain's earliest inclusions on that list, recognized for the density of Islamic, Jewish, and Christian monuments surviving in the old city. The note adds nothing to that story beyond putting the city's name on banknote-grade paper.
