The EuroSouvenir 0 Euro program, launched around 2015 and administered through licensed distributors, uses genuine banknote paper and is printed by security printers — in this case Oberthur Fiduciaire — to produce legally denominated but non-circulating collector notes. The zero denomination is deliberate: European Union regulations prohibit issuing a new currency that mimics legal tender, so the face value sidesteps that restriction entirely while retaining the physical authenticity of a real note.
Tallinn's Town Hall, completed in its current form in the early 15th century, is one of the few surviving Gothic town halls in northern Europe.
