Euro Souvenir notes are a French-driven commercial initiative launched in 2015, sold exclusively through tourist outlets and museums as legal-tender-adjacent collectibles — they carry a face value of zero precisely to sidestep currency regulations while retaining the visual grammar of genuine euro banknotes. Oberthur Fiduciaire, one of the few security printers authorized to produce material conforming to ECB aesthetic standards, handles the entire series, which accounts for the genuine hologram and watermark on what is otherwise a novelty item.
The Tallinn edition appeared as Estonian tourism was posting record visitor numbers, the city's medieval old town having become one of the most-visited UNESCO sites in northern Europe.
