The 0 Euro souvenir note program, administered through licensed distributors across Europe, was never legal tender — these were sold as collectibles from the outset, priced well above face value at tourist sites and national attractions. Oberthur Fiduciaire produced the series using genuine banknote paper and standard security infrastructure, which is precisely why the ECB required explicit "SPECIMEN" or zero-denomination marking: the physical quality was close enough to circulating notes to raise concern.
Finland's entry featuring the Eurasian lynx was part of a broader wildlife sub-series. The lynx is Finland's only wild felid, and its population collapsed through the mid-20th century before recovering under protected status after 1973.
