The EuroSouvenir program issues these commemorative zero-denomination notes as licensed collector items, not legal tender — they circulate freely as novelties and require no redemption obligation from any central bank. Oberthur Fiduciaire, one of the major security printers historically contracted by the Banque de France, handles production, which gives these otherwise informal souvenirs genuine banknote-grade paper and anti-counterfeiting features.

The whooper swan is Finland's national bird, designated so in 1956.
