The souvenir 0 euro program, administered through various European tourist outlets and cultural institutions, has produced hundreds of regional issues since around 2015 — most printed by Oberthur Fiduciaire, which holds a dominant share of that commercial contract. These notes carry no legal tender status anywhere and were never intended to circulate; they exist entirely as collectibles, sold at face value plus a retail markup. The watermark is present largely for visual legitimacy rather than anti-counterfeiting necessity, given that there is nothing to counterfeit.
The golden eagle (*Aquila chrysaetos*) is a genuine breeding species in Finland, with the national population concentrated in Lapland and the eastern wilderness regions.
