The 0 Euro souvenir note program was launched by Legal Euro Artifact Foundation (LEAF) in 2015 as a formally licensed scheme operating under European Central Bank authorization. Oberthur Fiduciaire produces these on genuine banknote substrate with a hologram strip, deliberately matching the physical specifications of circulating euro notes — a choice that keeps them legally unambiguous as non-currency while ensuring they pass casual inspection as "real." Hämeen linna, the medieval castle in Hämeenlinna, is one of Finland's more commercially durable tourist draws, which accounts for its selection as a subject.
Each site-specific release is numbered, and LEAF controls print runs to sustain collector demand.
