Euro Souvenir notes are legal tender novelty issues introduced in 2015, sold as tourist keepsakes at face value — which is technically zero — and produced under licence by Oberthur Fiduciaire to exacting security-printing standards including genuine euro-specification paper and UV-reactive inks. The programme requires each note to commemorate a specific regional or cultural subject, with the Finnish horse here serving as a nationally protected native breed whose studbook has been closed to outside bloodlines since 1971.
