EuroSouvenir notes are legal collector's items under a scheme launched in 2015, permitting licensed retailers across Europe to commission zero-denomination euro-format pieces for the tourism market. Oberthur Fiduciaire, which holds genuine euro currency printing contracts, produces these on banknote-grade paper with security features intact — the production standards are not symbolic. Halonen, Finland's first female president, served two terms from 2000 to 2012 and remained one of the country's most recognizable public figures when this piece was commissioned.
