Euro Souvenir notes are an officially licensed collector series — not legal tender anywhere — produced under agreement with the European Central Bank, which permits the format and imagery under strict conditions. Oberthur Fiduciaire, one of the few security printers authorized to produce them, handles the bulk of the series from its French facilities.
Lauri Kristian Relander served as Finland's second President from 1925 to 1931, a relatively quiet tenure that has left him among the least discussed of Finnish heads of state. His selection for this issue presumably reflects a systematic run through Finnish presidential history rather than any particular anniversary.
