The EuroSouvenir program — coordinated under license from the European Central Bank — authorizes the production of zero-denomination collector notes bearing the full visual grammar of genuine euro banknotes but with no monetary value whatsoever. Oberthur Fiduciaire, one of the few security printers with an active euro production mandate, handles the series, which gives these pieces a level of technical execution — security thread, correct substrate feel — that most novelty notes lack entirely.
"Sultan II" is one of dozens of themed releases in the program, aimed squarely at the tourism and gift market. The legal fiction of a zero denomination is what allows their circulation without running afoul of currency counterfeiting statutes.
