The legal framework is straightforward: because the face value is zero, no central bank authorization is required, sidestepping the counterfeiting regulations that govern actual currency production. Stade Bollaert-Delelis in Lens takes its name from two sources: Félix Bollaert, a local industrialist whose family donated the land, and André Delelis, a former mayor of Lens. The stadium hosted matches during UEFA Euro 2016, which is almost certainly why this note was struck that year.
