The EuroSouvenir program issues these zero-denomination collector notes under a European Central Bank framework that permits commemorative euro-format pieces provided they cannot be mistaken for legal tender — the face value of zero satisfies that requirement neatly. Oberthur Fiduciaire, one of Europe's major security printers, handles production, which means the physical quality runs well above what you'd expect from a novelty item.
