Zero-euro souvenir notes are a private commercial product, not legal tender, issued under a licensing arrangement with the European Central Bank that permits the euro visual format provided the denomination renders the note uncashable. Oberthur Fiduciaire — one of the primary security printers behind actual euro banknotes — produces these on contract for Euro Souvenir, the French company that dominates the market. The irony of a high-security banknote printer manufacturing novelty currency is not lost on collectors.
