The zero euro souvenir note program, administered by the European Banknote Memory Organisation (EBMO), began in 2015 as a way to sell legal-tender-denomination novelties through tourist sites and cultural institutions without introducing actual monetary liability. Oberthur Fiduciaire prints the entire series under license from the European Central Bank, which granted permission on the condition that the notes could never be used for payment — the zero denomination is the legal mechanism that enforces this. Estádio da Luz, home of Sport Lisboa e Benfica, joined a long list of Portuguese sporting and cultural venues that have issued their own editions in the series.
The watermark security feature is carried over from standard euro production practice — Oberthur applies it regardless of denomination, partly to deter counterfeiting of a note that has, ironically, no face value to counterfeit.
