Euro Souvenir notes are a private collector series authorized under an agreement with the European Central Bank, which permits the use of euro-style artwork on items explicitly denominated at zero — a legal workaround that keeps them outside the definition of currency while trading on the format's instant recognizability. Oberthur Fiduciaire, one of the major security printers supplying actual euro banknotes to several EU member states, produces these on genuine banknote paper with security features intact.

Sintra's inclusion in the series reflects its UNESCO World Heritage status, granted in 1995 for the remarkable density of Romantic-era royal architecture concentrated in a small hill town just outside Lisbon.
