EuroSouvenir's 0 Euro collector notes are printed by Oberthur Fiduciaire under a licensing arrangement with the European Central Bank, which permits the format on the strict condition that the face value renders them legally non-negotiable. Oberthur produces them to genuine banknote specification — correct security paper, UV-reactive fibres, and intaglio printing — which is precisely why the program has attracted serious collector interest rather than dismissal as novelty merchandise.
The Sicily issue from 2022 is one of hundreds of regional and thematic releases in the series. Scarcity varies sharply depending on print run, and Oberthur does not publish those figures publicly.
