EuroSouvenir notes are a private scheme launched in 2015 by the European Banknote Memory Organisation, producing legal-format collector novelties sold at tourist sites across Europe. They carry no monetary value and are not issued by any central bank — the "0 Euro" denomination is a deliberate workaround to avoid counterfeiting law restrictions on reproducing valid currency. Oberthur Fiduciaire, one of the major security printers behind genuine euro production, handles the physical printing, which gives these pieces legitimately high production values.
Selwo Marina is a marine animal park in Benalmádena, Spain. The R. Faille signature appears across much of the EuroSouvenir range as a house signatory rather than any monetary authority official.
