The zero-euro souvenir note program, administered by the Union Européenne des Collectionneurs de Reproduction (UECR) and printed exclusively by Oberthur Fiduciaire, has issued well over a thousand different tourist titles since launching in 2015. Each carries full euro-series security features — including the EURion constellation and UV-reactive elements — printed under license and therefore technically legal to produce despite the zero denomination. Oberthur holds the exclusive contract for the entire program, which effectively gives a single private French printer a monopoly on what has become a sizeable collector market.
The Seaquarium edition was released in 2022, tied to one of France's larger marine park attractions.
