The zero-euro souvenir note program, formalized under a European license framework around 2015, allows approved issuers — typically tourist attractions and cultural sites — to produce legal-tender-denominated collectibles printed to genuine banknote specification. Oberthur Fiduciaire handles much of this production, which accounts for the proper intaglio feel and embedded watermark on what is, functionally, a high-end postcard. Sea Life Oberhausen, operating since 2003 on the site of the former Neue Mitte development in the Ruhr, issued this piece to mark its twentieth year.
No monetary use was ever intended. The notes are sold directly to visitors at a fixed price above face value.
