The zero euro souvenir note program, administered under EuroSouvenir licensing, has used Oberthur Fiduciaire as its primary printer since the series gained traction around 2015. The notes carry genuine euro-area security features — including a holographic strip and microprinting — because the European Central Bank extended a formal authorization for their production, which is the only reason a private souvenir issuer can legally reproduce the euro format at all.
Sea Life Benalmádena, on the Costa del Sol, is one of several hundred European tourist attractions that have commissioned site-specific designs in this program. Collector demand drives the model entirely; the notes have no redemption value and never enter circulation.
