The souvenir euro series — overseen by the European Association of Folksong Festivals (MEAF) and printed by Oberthur Fiduciaire — occupies a peculiar niche: legal tender in denomination only, issued at face value plus a premium, and never intended to circulate. The Sé de Lisboa edition fits squarely in that commercial framework. Oberthur has printed the bulk of the series, applying the same security features used on genuine euro banknotes, which is precisely what makes them attractive to tourists and the reason central banks tolerated the arrangement at all.
