The EuroSouvenir program, administered through a network of licensed tourist retailers, issues these zero-denomination notes as legal-format collectibles — they carry no monetary value and are exempt from the counterfeiting provisions that govern genuine euro banknotes. Oberthur Fiduciaire produces them to the same security-paper specifications used for real currency, which is precisely the point: the tactile authenticity is the product.
Schönbrunn joined the program after the palace's gift shop operation recognized that visitors reliably spend more on objects that feel official than on conventional printed souvenirs.
