EuroSouvenir's 0 Euro program launched in France in 2012 and expanded rapidly into German tourist sites — Pillnitz being among dozens of German castles and gardens that joined the scheme in the mid-2010s. The notes are legal tender in the technical sense, having been issued under a European novelty exemption, but no retailer is obligated to accept them and none do. They circulate exclusively as collectibles sold at the site itself.
Oberthur's involvement gives these souvenirs genuine security paper and a proper watermark — the same contractor producing currency for multiple African and European central banks at the time.
