The Euro Banknote Foundation, a Belgian non-profit, produces these zero-denomination "euro" notes as licensed collectibles — they carry no legal tender status anywhere, but they are printed on genuine security paper by Oberthur Fiduciaire, the same contractor responsible for a substantial portion of actual euro production. The FEBF issues thematic runs in numbered series, with the Savethebees edition tied to pollinator decline awareness campaigns circulating through European conservation networks in 2024.

Oberthur's involvement matters here: the production quality is indistinguishable from circulating issues, which has periodically concerned regulators despite the zero denomination.
