The zero-euro souvenir note program, administered through Oberthur Fiduciaire under license from the European Central Bank, has produced hundreds of regional collector pieces since its commercial launch around 2015. The Musée des Blindés at Saumur is a legitimate subject for the series — it holds one of the largest armored vehicle collections in the world, including several running examples, and the Panther Ausf. A is among its more significant acquisitions.

These notes have no legal tender status anywhere and never will. Oberthur prints them to genuine banknote specification, which is the point — collectors pay for the substrate and security features, not monetary function.
