The EuroSouvenir program was established by a consortium of European tourist vendors to produce legal-format commemorative notes that mimic euro banknotes closely enough to be collectible but carry no monetary value — the 0 denomination making that explicit. Oberthur Fiduciaire, one of the few security printers outside the Eurosystem authorized to produce euro-format material, handles the series, applying full security printing standards to what is essentially a novelty product.
The Saudi Arabia issue sits in an odd category: a European-format souvenir note themed around a non-EU country, printed in France for the tourist trade.
