The zero-euro souvenir note program, administered by the Monetary Euro Banknote Workshop (MEBW) and licensed by the European Central Bank, launched commercially around 2015 and has since issued hundreds of themed designs across Europe. Oberthur Fiduciaire, one of France's principal security printers, handles production for the series — the same firm responsible for genuine currency contracts across multiple issuing authorities.
The sardine theme places this squarely in the Portuguese souvenir market. Legal tender for nothing, but manufactured to genuine banknote security specifications, including Eurion constellation and UV-reactive inks.
