The zero-euro souvenir note program, administered through a network of licensed retailers and tourist sites, was formalized around 2015 and has since produced hundreds of regional variants across Europe. Oberthur Fiduciaire prints these to full legal-banknote security standards — genuine intaglio, watermarks, and a valid EURion constellation — even though the denomination renders them non-negotiable by design. The Santuário do Sagrado Coração de Jesus in Viana do Castelo, completed in 1927 after decades of intermittent construction, is one of the more architecturally significant pilgrimage sites in northern Portugal.
