These zero-denomination pieces carry no monetary value but are issued under a framework that requires genuine euro-format specifications — hence Oberthur Fiduciaire's involvement, a security printer with deep roots in French banknote production and a client list that has included the Banque de France itself.
Oberthur's Chantepie facility handles much of the EuroSouvenir output, meaning the physical quality of the substrate typically matches commercial banknote paper.
