The EuroSouvenir program — a private initiative launched around 2015 allowing tourist sites to commission legal-tender-format commemorative notes — operates under an agreement with the European Central Bank that required the face denomination to be zero, explicitly preventing any confusion with circulating currency. Oberthur Fiduciaire, one of the world's major security printers, produces the series at its French facility and applies genuine banknote security features including UV-reactive ink and individualized serial numbers, which gives these pieces more production credibility than most souvenir paper.
The Arctic Circle crossing at Rovaniemi has hosted "Santa Claus' Main Post Office" as a commercial attraction since the 1980s, originally tied to a 1985 visit by Eleanor Roosevelt — though the site's current branding has long since outgrown that origin story.
