Belpeuch is a hamlet in the Cantal department of the Auvergne — remote enough that most French people couldn't place it on a map. The 0 Euro souvenir note program, launched commercially around 2015 and printed by Oberthur Fiduciaire under license, has no legal tender status and was never intended for circulation. These are retail collectibles sold at tourist sites, produced to euro banknote security specifications — including the EURion constellation and holographic strip — which is precisely what makes them interesting to notaphilists: genuine security printing applied to an instrument worth nothing by design.
