EuroSouvenir notes are collector-market instruments — face value of zero, legal tender nowhere, but printed to full ECB security specifications by licensed banknote printers, which is precisely what makes Oberthur's involvement unsurprising. The firm holds one of the handful of ECB-approved production mandates, and the souvenir program has been a reliable low-volume contract for participating printers since the scheme's formal launch around 2015.
