San Marino is not a eurozone member and issues no currency of its own — it uses the euro by treaty arrangement with the EU, striking its own collector coins but maintaining no central bank and printing no banknotes. The 0 Euro souvenir series, produced by Eurosouvenirs and printed by Oberthur Fiduciaire in France, exploits that gap neatly: a technically legal denomination (zero) on paper that replicates genuine euro security features, sold as a licensed collectible rather than circulated as money.
Oberthur's involvement matters. The same plant has produced currency for dozens of sovereign states, so the substrate, UV-reactive inks, and microprinting on these souvenirs are not cosmetic approximations — they meet production standards close to the real series.
