The souvenir euro program, administered by the UEPW under license from the ECB, requires each note to commemorate a specific site — here, the Grande Saline of Salins-les-Bains, the medieval salt works in the Franche-Comté whose brine extraction history stretches back to Roman times and which, along with the Royal Saltworks at Arc-et-Senans, earned UNESCO World Heritage status in 2009. Oberthur Fiduciaire produces the entire series under strict ECB guidelines that prohibit legal tender status and mandate the zero denomination precisely to prevent any confusion with circulating currency.
