The Centre des Monuments Nationaux began issuing commemorative zero-euro notes through Oberthur Fiduciaire in 2015, licensing the euro format under an agreement with the European Central Bank that permits non-circulating collector pieces to carry the currency's visual identity. Salins-les-Bains and the Fort Saint-André at Baume-les-Messieurs fall under the CMN's umbrella of protected heritage sites — this note is essentially a paid souvenir, sold at the monument itself.
Oberthur's security substrate includes a genuine embedded thread, which surprises collectors accustomed to dismissing these as novelties.
