Euro Souvenir notes are a collector-focused series produced under license from the European Central Bank, which permits the "0 Euro" denomination specifically because no legal tender claim can be made — the ECB retains strict control over what imagery may appear on genuine currency. Oberthur Fiduciaire prints the series using the same security substrate and intaglio techniques applied to circulating euro banknotes, which is the point: the tactile authenticity is deliberate.

Salamanca received UNESCO World Heritage status in 1988, and its historic university — founded in 1218 — makes it one of the more defensible subjects in the souvenir note program. The "Ciudad de Cultura" designation is a regional tourism branding exercise rather than a formal civic title.
