The souvenir euro program, administered under license from the European Central Bank, permits officially sanctioned zero-denomination notes bearing genuine security features — including the Eurion constellation and UV-reactive inks — printed by contracted security printers like Oberthur Fiduciaire. They are legally not banknotes, but they are made exactly like them.

Cyril and Methodius, the ninth-century Byzantine missionaries who devised the Glagolitic script and gave the Slavic world a written liturgical language, are among the few non-political figures commemorated across multiple EU member states simultaneously. Bulgaria, Czech Republic, Slovakia, and North Macedonia all claim them. The choice is diplomatically ambiguous in the best possible way.
