The 0 Euro souvenir note program, administered under license from the European Central Bank, has operated since 2015 as a legal collectible with genuine euro security features — including official holograms — printed by authorized security printers. Oberthur Fiduciaire, one of the few printers cleared to produce genuine euro banknotes, handles a significant portion of the series.
These notes have no monetary function and never circulate. They are sold at tourist sites, museums, and monuments, typically for two to five euros apiece — a price set by the issuing venue, not the ECB.
