Euro Souvenir notes are legal tender novelties issued under a licensing arrangement with the European Central Bank, which permits the production of zero-denomination collector pieces using genuine banknote paper and security features — including the Oberthur hologram strip present here. They are not spendable but are technically produced to banknote specification, which is the entire point of the gimmick.
Oberthur Fiduciaire has been printing currency for over a century and supplies numerous African and European monetary authorities. Using that infrastructure to produce tourist keepsakes is a fairly recent commercial pivot, launched around 2015.
