The 0 Euro souvenir note program, administered under EuroSouvenir licensing, uses genuine Oberthur Fiduciaire cotton paper stock and authentic security watermarking — the same production standards applied to circulating currency. That detail matters here: Oberthur prints actual euro banknotes for the Eurosystem, so the physical material is not a novelty reproduction but a legitimate fiduciary substrate. The Rzeszów issue, designed by Małgorzata Pławecka-Jasek, is one of hundreds of regional Polish collector pieces produced under this scheme since it gained traction in the mid-2010s.
