The Roter Sand lighthouse, completed in 1885 at the mouth of the Weser river, was the first offshore lighthouse in Germany and spent decades as an active navigational aid before being decommissioned in 1986. It was later restored by a private foundation and opened as a museum and overnight accommodation. The zero-euro souvenir note program, administered by UEPL, has used Oberthur Fiduciaire's production infrastructure to issue these tourist-market collectibles since 2015 — legal tender in form only, never intended for circulation, and sold at a premium above face at the issuing site.
