The 0 Euro souvenir note program was launched in France in 2015 by Richard Faille, who licensed the concept to tourist sites, municipalities, and cultural institutions across Europe. Oberthur Fiduciaire prints them to genuine banknote specification — security thread included — which is precisely the point: they are legally worthless but physically indistinguishable in construction from circulating currency, a distinction that drives the collector market for the series.
