The zero-euro souvenir note was introduced commercially in France in 2015 by Richard Faille, who licensed the European Central Bank's banknote format to produce collectibles sold through tourist sites and cultural institutions. Oberthur's Rennes plant produces the bulk of the series under that arrangement. This particular note commemorates Rochefort's École de médecine navale, founded in 1722 and widely considered the oldest naval medical school in the world — it trained surgeons for the French fleet at a time when shipboard mortality from disease far exceeded that from combat.
