The zero-euro souvenir note program, administered through Eurosouvenirs and distributed through museums and cultural sites across France, launched in 2015 with Oberthur Fiduciaire holding the exclusive printing contract. These notes are legal in format — they replicate euro security features including the EURion constellation and holographic elements — but carry no monetary value and are exempt from counterfeiting statutes precisely because of the face denomination. Rochefort's marine museum, housed in the former royal rope factory on the Charente, is one of several hundred issuing sites in the series.
