Euro Souvenir notes are produced under a licensing arrangement with the European Central Bank, which permits the 0 euro denomination specifically because it carries no monetary value and therefore sidesteps the legal restrictions governing genuine currency production. Oberthur Fiduciaire, one of the primary security printers behind actual euro banknotes, handles the series — meaning the paper, inks, and anti-counterfeiting features are functionally identical to circulating issues.
The Riga edition was released as part of a wave of Baltic city souvenirs following Latvia's 2014 eurozone accession.
