The souvenir 0 Euro format has been issued across Europe since around 2015, primarily as a tourist and commemorative product — technically legal tender in design language but carrying no monetary value. Enschedé, one of Europe's oldest security printers with roots in Haarlem going back to 1703, produces these under license from the European Banknote Memory Organisation. The firm has printed Dutch banknotes for well over a century, so there is at least some continuity of craft here, even if the end product is a collectible rather than a circulating instrument.
Willem-Alexander's tenth anniversary on the throne falls in 2023, having acceded on 30 April 2013 following Queen Beatrix's abdication.
