Puebla de Sanabria is a medieval walled village in the province of Zamora, Castilla y León, and one of the more visually striking entries in the EuroSouvenir program — which began in 2015 and has since become a minor collecting category in its own right. Oberthur Fiduciaire, which has printed genuine currency for dozens of sovereign issuers, produces the entire series under contract, lending these tourist notes the same security substrate and feel as circulating euro banknotes without any legal tender status whatsoever.

The zero denomination was a deliberate legal workaround from the start, keeping the notes outside European Central Bank jurisdiction.
