Zero-euro souvenir notes occupy a peculiar niche — legal tender novelties issued under ECB authorization but with no redemption value, produced for collectors and tourism markets. This example, honoring healthcare workers, was almost certainly conceived in the long shadow of the COVID-19 pandemic, when Italian sanità pubblica absorbed some of the worst early mortality rates in Europe during the spring of 2020.
Oberthur Fiduciaire prints the bulk of the zero-euro souvenir series under a framework that allows approved issuers to commission individual designs. The notes carry genuine security features despite having no monetary function.
